I was just looking at the Rangers for next season. They are already over the cap by $1.3 million and still have Avery, Hossa, Ozolnish(won't resign) to sign. How does he think he will do that??
Also, next year he will have the following players as UFA's:
Shanhan, Straka, Mara, Kaspairitis, Malik, Rozsival, Strudwick, and Valiquette.
Plus, RFA's:
Lundqvist, Girardi, and Tyutin.
So, I guess I am wondering if I am missing something. He has 5 of his 7 defensmen as UFA's and 1 RFA after next season. Plus, he has $26 million tied up between Drury, Gomez, Jagr, and Cullen.
How does he think he will have a decent team next year and has he completely disregarded the cap?? What happens if a team goes over the cap?? Is there some kind of tax or other kind of penalty??

I read that a team is not allowed to go over the cap. So what happens if they are. Like I said, NY is over by $1.3 million. Do they just not get to play??

No. Either through trades or roster cuts (if they are sent to the minors) they must reduce the payroll to the cap. I don't know the penalty(ies) for not exceeding the cap values, but I'm guessing it is adverse enough that a team won't do it.
Note there are exceptions to exceeding the cap when injury(ies) occur(s). Think what Lamirello pulled off for Mahlikov and Mogilny.
Sather probably thinking a couple of things:
1. Someone is getting traded during the season before he next. 2. Someone is going be sent to waivers and likely will be picked up by another team. 3. The cap is going to go up about 5M next year so hed have about 29M to cover the rest of the roster. 4. Someone is going to claim a long term injury.

You can exceed the Cap during the off season by 10%. So for 2007-08 the off season Cap is $ 55.33 Mil...
